Who should I PM about forum technical issues?

I've composed a PM and hit send, but it remains in my outbox.
Is this a "feature"?
Should I send technical/glitch issues such as a PM to one/all of the forum administrators? or post here in the suggestions area?

All Private Messages you send will remain in your Outbox until the person you sent it to signs in. It then transfers to their Inbox and your Sent folder. It's not a feature, glitch, or issue... it's just how the forum works. No harm in asking about it though (even though we've been over this before).

Just to add to that for the OP's and others' sakes: if it's in the outbox (in other words, unread by the recipient), you can still edit or delete it.
